Board Council Message

 

Welcome to the page of Centro de Aprendizagem e Capacitação da Sociedade Civil (Centre Civil Society Learning and Capacity Building) - CESC.

CESC is a response to the various studies and reflexions about the need to strengthen Mozambican civil society. Civil society organisations in Mozambique have achieved qualitative and quantitative laps in their role as catalysts of positive social change. They have leapt from being mere service providers to becoming a strong voice in the processes of governance and decision making that impact on the rights of citizens. Nevertheless, the Civil Society Index of 2007, as well as other studies about this sphere, have demonstrated that Mozambican civil society continues to exhibit weaknesses in the dimensions of citizen participation in the individual and collective development processes.

In the meantime, the state is unable to meet the social and economic needs of the population in the most basic but complete manner. As a result, citizens resort to family and community support systems as a means of social protection. These initiatives from groups of citizens, associations and other forms of organisations, which develop in an endogenous manner, compose the majority of civil society organisations. Most of these groups are found at district level and have no formal support, access to recourses and visibility.


Our Centre intends to capitalise on the experience of these formal and informal development processes, acknowledging that the self-driven individual and community empowerment requires, amongst many, an understanding of the:

1) the dynamics of socioeconomic, political and anthropological constructions of the groups and communities, and;

2) the endogenous responses to development processes

Therefore, the Centre has the great task of studying these dynamics, document practices of community development, and transform these into learning and capacity building tools that can serve communities in general, and organised civil society in specific. In light of that, we will focus our work on the following themes:

  • Governance, citizenship and political participation: to strengthen civil society engagement in monitoring and evaluation of public policy and state accountability at local level (provincial, district, locality, municipal);
  • Livelihood strategies – to contribute towards strengthening people’s capacity and/or assets in order for them to improve their life conditions, through: 1) experimentation social and economic intervention models in urban settings and 2) research, document, process and share endogenous knowledge
  • Organisational Development of OSC – to strengthen management, internal governance and promote ethics within civil society organisations.

We intend to go beyond service provision to becoming a space where various stakeholders can share, contribute and strengthen their capabilities to guarantee the promotion of citizen participation in socioeconomic and political development process in Mozambique .
